Assign a place for every small item

If playdough and paints are stored on one shelf today and another shelf tomorrow, it will be quite difficult for a child to put them back in place.

Get household helpers

This can be a specially designated shelf in a dresser, a box on the attic, a basket, or a trunk. The key is not to turn such temporary storage into permanent use.
