Rethinking Norilsk
Can Norilsk, a Russian city in the Arctic, become a new Detroit? Both cities, Russian and American, are similar in their industrial character, which is widely represented in both Norilsk and Detroit. Nowadays many researchers, experts, and architects compare these two cities and ask whether the experience of Russian Norilsk will be more successful than that of the American one.
Earlier this summer, the city administration of Norilsk opened an international competition to create a new urban concept.
The city of Detroit, a typical example of urban development linked with modern industry, is in chaos.

The concept of rethinking Detroit has been proposed by many scientists and architectural firms. Some of these proposals have already begun to be implemented. Norilsk is only at the initial stage of its journey.
The city administration sets participants the task to consider the uniqueness of Norilsk's geographical location, climatic characteristics of Russia's Arctic, features of historical development, as well as a new vision of the territory. The city administration wants to see the development of the city as a global center for non-ferrous metallurgy, as well as a center of competence, knowledge and research in the Arctic.
"Several years ago, when I visited Norilsk, I was surprised by the large number of people interested in creating something new in the city. Construction of new facilities presents a major challenge for Norilsk due to its geographical and climatic features. The city needs creative and modern ideas. I am confident that this competition will gather international experience and knowledge of talented architects and urbanists," said Kees Donkers, an architect and urban design specialist from the Netherlands.

Creating an architectural and planning concept is a key step in the socio-economic development of Norilsk.
Norilsk Nickel, one of the world's largest producers of palladium, nickel, platinum and copper, also funded the project.
"Today we have all opportunities to build a city of the future. For this, it is necessary to involve the best Russian and foreign experts, use the most modern architectural and technological solutions in designing residential buildings, public spaces and engineering infrastructure," comments Larisa Zelkova, Senior Vice President of Norilsk Nickel.
The jury will select the top three participants—finalists—who will develop the concept of redeveloping Norilsk.
The competition results will be announced in March 2022.
Norilsk is a city built in the Russian Arctic almost at 69th parallel. One of the coldest cities in the world and the northernmost city with a population over 150 thousand people. The emergence of Norilsk is connected with the discovery of rich nickel and copper deposits. Geological surveys of the area began in 1919, and in 1935 it was decided to build the Norilsk Combine and found the village of Norilsk. The formation of the existing urban development in Norilsk began with its involvement in 1939. The first buildings in the city were constructed in neoclassical style, and in the 1960s tendencies of standardized construction appeared in the city's architecture, with urban districts clearly divided by time of construction.
